Chapter 26 of the Texas Insurance Code requires that all Texas carriers offer the standardized plan options in addition to their small group programs.
A variety of programs are available so employers may select a benefit plan that best meets their employees needs. To choose the best coverage, contact the Regional Sales Office nearest you.
Enrolling in an HMO may reduce member health care expenditures while offering a quality benefit program. There are two programs to choose from:
- A comprehensive program in which members access care through their selected primary care physician (PCP).
A comprehensive point-of-service program offering members the freedom to access care through their selected HMOBlue Texas primary care physician (PCP) and receive the highest level of benefits. Or, they may receive care from a non-network provider and receive a lower level of benefits. (Please note that this coverage is available only in certain service areas.)
HMOBlue Texas Group Health Insurance Plans also offer a variety of riders including prescription drug coverage. With either HMO program, members must select a primary care physician. The PCP acts as their primary contact for health care needs and will provide or coordinate their care.
Employers may now offer more than one coverage option to employees through the Multiple Option Products. This program allows employers to offer two coverage options at enrollment: HMOBlue Texas and one of the BestChoice PPO plan options.
This provides members the opportunity to select the managed care program that best meets their individual needs in addition to having the flexibility to change coverage options on an annual basis.

- Blue Cross and Blue Shield of Texas offers the PPO Small Group Employer Standardized Plans as defined by Chapter 26 of the Texas Insurance Code.
- BCBSTX offers superior service through access to the BlueChoice® network, one of the largest provider networks in the state.
- Members should seek care from BlueChoice PPO network providers to receive the highest level of benefits. Or, they may choose to seek care from a non-network provider or a ParPlan provider and receive a reduced level of benefits.
