  • The Children's Health Insurance Program (CHIP) is a nationwide program that was designed for families who earn too much money to allow them to qualify for Medicaid, but can't afford a private insurance plan.

  • The State of Texas created TexCare to increase awareness of children's health insurance options available, and to help Texas families secure and utilize affordable coverage for their children that are currently uninsured.

  • TexCare offers two different children's health insurance programs with benefit plans that cover a variety of services including regular checkups, immunizations, prescription drugs, lab tests, x-rays, hospital visits, and even more benefits.

CHIP Website

CHIP is health insurance designed for families who earn too much money to qualify for Medicaid, yet cannot afford to buy private health insurance. To qualify for CHIP, a child must be under age 19, a Texas resident and a U.S. citizen or legal permanent resident.

CHIP fees for enrollment and the co-payments are determined by the number of people in the family and the family's financial situation. Fees for enrollment are not more than $50 for each six-month term of eligibility and some families do not pay an enrollment fee. Co-payments for doctor visits and prescription drugs range generally are from $3 to $10.

This is Title XXI of the Social Security Act and is financed by the Federal and State governments and administered by the States. Within broad Federal guidelines, each State determines the design of its program, eligibility groups, benefit packages, payment levels for coverage, and administrative and operating procedures.

SCHIP provides a capped amount of funds to States on a matching basis for Federal fiscal years (FY) 1998 through 2007. Federal payments under title XXI to States are based on State expenditures under approved plans effective on or after October 1, 1997.
